02 PLANNING

Plan with
purpose.

Good planning creates the structure a project needs before design and delivery begin moving at pace.

TCPM works with the Owner to translate project objectives into a clear, coordinated plan for how the work will be delivered.

We establish the roadmap, responsibilities, communication protocols, decision-making structure and project controls that allow the team to move forward with a shared understanding of what needs to happen and when.

Plan when you have the most
influence on the outcome.

Early in a project, there is greater flexibility to test assumptions, evaluate options and make decisions that influence the direction of the work.

As design progresses and commitments are made, options become more constrained and changes have greater implications for cost, schedule and delivery.

TCPM uses the Planning phase to identify the decisions that will have the greatest impact, establish when those decisions need to be made and make sure the Owner has the information and expertise required to make them.

Turn direction into an actionable project plan.

Once the project’s direction is understood, TCPM develops the management framework that will guide the team through delivery.

The project plan translates the Owner’s objectives into the schedules, responsibilities, communication protocols, controls and decision-making processes required to manage the work.

Build the team around
the decisions.

The project team should evolve with the project. The key is understanding what decisions are coming and having the right expertise available when those decisions need to be made.

TCPM maps the project’s decision points against the expertise required to support them. Depending on the project, that may include the Owner’s operational team, users, consultants, authorities having jurisdiction, cost consultants, contractors, specialist advisors and other interest holders.

DECISIONS AHEAD RIGHT INPUT.
RIGHT TIME.
OWNER Direction + approvals
USERS + INTEREST HOLDERS Requirements + input
CONSULTANTS + ADVISORS Technical expertise
CONSTRUCTION Cost + constructability

The right people need to be involved at the right time. TCPM plans that involvement around the decisions ahead, bringing the expertise, input and authority required to keep the project moving.

Give decisions
a clear path.

Planning is where increasingly detailed project decisions need to move through the Owner’s organization.

TCPM establishes a governance structure that reflects how the Owner actually operates. We identify who needs to provide input, who has authority to approve, what information is required and when decisions need to be made.

We work with the Owner to understand internal approval requirements and build them into the project plan and schedule. Before a decision reaches the approval table, we help organize the options, recommendations, risks and implications so decision-makers have the information they need to move forward.

GUIDED DECISION-MAKING

Our role is not simply to track decisions. We guide the process that gets the Owner from the question to an informed decision.

Carry risk forward.
Turn it into action.

Risk management continues as the project becomes more defined and more decisions are made.

The risks identified during Project Initiation are carried forward into Planning and developed as more information becomes available. New risks are identified as the project plan, schedule, procurement strategy and delivery approach take shape.

TCPM assesses potential impacts, establishes mitigation strategies, assigns responsibility and connects risk management to the decisions and activities that can affect scope, budget, schedule and delivery.

RISK MANAGEMENT

Risk management is not the register. It is what the project does with the information in it.

One coordinated
project plan.

A project does not move forward on schedule alone. Scope, budget, approvals, procurement, risk, resources and decisions are all connected.

TCPM brings those moving pieces together into a coordinated project roadmap. We identify dependencies, sequence activities and establish the milestones and decision points that connect one part of the project to the next.

As the project evolves, the plan evolves with it. Changes are assessed against the whole project so the Owner can understand the implications for scope, budget, schedule and delivery before decisions are made.

THE OUTCOME

A clear plan for delivery.

Move forward with a coordinated roadmap that connects project objectives, governance, responsibilities, schedule, approvals, risk, project controls and the decisions ahead.

03 NEXT / PRE-CONSTRUCTION + PROCUREMENT

Put the plan into action.

With the project framework established, TCPM moves into active coordination of the consultant team, design, cost, schedule, constructability and procurement.
