03 PRE-CONSTRUCTION + PROCUREMENT

Prepare for
delivery.

We believe pre-construction is one of the most important phases of any project.

This is where the project team, delivery strategy, design, budget, schedule and procurement approach come together.

The time invested here gives the team the opportunity to resolve issues while options remain open and establish the foundation for successful delivery.

Experience influences
the approach.

Our experience extends across the full life of a project, from early planning and design through procurement, construction and closeout.

That perspective allows us to understand how decisions made during pre-construction can influence what happens later.

TCPM considers design, budget, schedule, procurement, approvals, phasing, constructability and project constraints together, helping identify where decisions in one area may affect another.

WHAT EXPERIENCE BRINGS

We use what we have learned delivering projects to ask informed questions, challenge assumptions and bring forward issues that warrant attention. That experience helps the Owner understand the implications of the options available and make informed decisions about how the project moves forward.

Set the strategy.
Understand the risk.

The delivery model needs to respond to the project, not the other way around.

TCPM works with the Owner to evaluate the available delivery models against the project’s schedule, budget, complexity, risk profile, procurement requirements and other constraints.

We use our experience across different delivery approaches to help the Owner understand the implications of each option. The selected strategy establishes how the project will move forward, including how design and procurement are sequenced and when a Construction Manager or General Contractor should be engaged.

06 CONSTRAINTS

Manage the project
as one system.

Design, cost, schedule and constructability cannot be managed independently.

A design decision can affect budget. A procurement decision can affect schedule. Construction sequencing can influence design. Market conditions can change what is practical to procure.

TCPM keeps these interfaces visible so decisions are made with an understanding of their impact on the whole project.

OWNER’S REPRESENTATIVE ONE
PROJECT

TCPM keeps the interfaces visible so decisions are made with an understanding of their impact on the whole project.

01

Design

Coordinate consultants, reviews, interfaces, Owner requirements and design decisions against the project objectives.

02

Cost

Reconcile the evolving design with current cost information and evaluate options before budget issues become embedded in the work.

03

Schedule

Connect design, approvals, procurement, long-lead items, early works and construction sequencing to the master project schedule.

04

Constructability

Use construction knowledge to test phasing, logistics, systems, details, packaging and sequencing before the work reaches site.

Procure with
purpose.

Procurement is about more than running a competitive process. It is about procuring the right expertise and services for the project at the right time.

Depending on when TCPM is engaged, that can begin with procurement of the architect and consultant team and continue through the Construction Manager or General Contractor, specialist consultants, early works and trade packages.

TCPM can lead the procurement process on the Owner’s behalf or work alongside an internal procurement team. We bring our understanding of the project, the market and the firms delivering the work to help develop procurement documents, evaluate submissions and provide informed recommendations to the Owner.

TCPM LEADS THE OWNER’S PROCUREMENT PROCESS

From defining the requirement through award, we keep the process aligned with the project, the market and the Owner’s objectives.

OUR VALUE

The Owner makes the selection. TCPM makes sure the decision is informed.

Prepared for
construction.

The project moves forward with greater clarity around the design, budget, schedule, procurement strategy, risks and responsibilities.

Construction does not always wait for every pre-construction activity to finish. Early works, phased tendering and progressive packages may move into construction while design and procurement continue.

TCPM maintains continuity across those activities as the project transitions into active delivery.

01DESIGNCoordinated enough to support the next stage of delivery.
02COST + SCHEDULECurrent information supports informed commitments and sequencing.
03PROCUREMENTThe right teams, packages and timing are aligned with the strategy.
04RISK + RESPONSIBILITYKey risks, decisions and responsibilities remain visible as delivery begins.
THE OUTCOME

Ready to move into delivery.

Move forward with a coordinated design, an informed procurement strategy, greater visibility into cost and schedule, and a project team prepared for construction.

04 NEXT / CONSTRUCTION

Carry the plan into construction.

As construction activity increases, TCPM carries the knowledge, decisions and project controls established during pre-construction forward, providing continuity for the Owner as the work moves into active delivery.
