Occupancy is a milestone. It is not the finish line.
At substantial completion, there is still significant work to be done. Commissioning, deficiencies, FF&E, training, documentation, occupancy requirements and contract closeout all need to be coordinated and completed.
As the Owner’s Representative, TCPM manages this final stage, keeping the work moving, responsibilities clear and the Owner supported through occupancy and project closeout.
The building is only one part of the handover.
As construction approaches completion, the focus of the project changes. The work is no longer only about what is being built, it is about whether the space or building can be occupied, operated, maintained and used as intended.
Our role is to manage the transition from construction through occupancy and closeout, making sure the requirements across the Owner, consultants, contractor, authorities, vendors and project users come together at the right time.
Ready means everything is ready.
Operational readiness starts before occupancy. TCPM works with the Owner to identify what must be in place for the space or building to function as intended from its first day of use.
We bring those requirements into the project early enough to plan, assign, coordinate and track them.

Furniture, fixtures and equipment can have a significant impact on whether a facility is actually ready to operate.
FF&E can involve hundreds or thousands of requirements, purchases, deliveries and installations, often involving different budgets, vendors, users and procurement processes.
TCPM knows what it takes to manage this workstream and keep it connected to design, construction, schedule and operations.

A delivery without coordinated access can disrupt construction. TCPM manages FF&E from the initial requirement through installation and sign-off, keeping it connected to the design, schedule, budget and operational needs of the project.

The final stages are not a sequence of isolated closeout tasks. Multiple workstreams are happening at the same time, and many depend on one another.

By the final stages of a project, TCPM knows the project, the history behind it and the people responsible for delivering it. We leverage the relationships built throughout the project to work through issues directly and keep outstanding work moving.
As occupancy approaches, our site presence increases with the demands of the project. That may mean being on site multiple times a week or every day, working alongside the consultants, contractor and Owner to resolve deficiencies, coordinate commissioning and FF&E, support approvals and drive closeout.

We continue working with the Owner, consultants and contractor or Construction Manager to resolve outstanding work, complete project documentation and bring the commercial and contractual side of the project to an orderly conclusion.
THE WORK
What still needs to be finished?Deficiencies, commissioning and outstanding construction work are identified, assigned and tracked through completion.
THE HANDOVER
Does the Owner have what they need?Training, keys and access, warranties, O&M information, FF&E and turnover requirements are coordinated and transferred.
THE MONEY + CONTRACTS
Is everything accounted for?Outstanding changes, invoices, consultant and contractor obligations, statutory requirements and holdbacks are reviewed before payments and contracts are closed.
THE RECORD
Can we close the file?Record drawings, manuals, warranties, approvals and final documentation are collected and organized to leave the Owner with a complete project record.

Last Out.
The final stages of a project demand some of the most active management. Construction is wrapping up while commissioning is underway, deficiencies are being corrected, FF&E is arriving and being installed, staff are being trained, occupancy approvals are being finalized, and the Owner is preparing to take over the space.
TCPM stays fully involved through this transition. We manage the details, keep responsibilities visible, drive outstanding items to completion and support the Owner through occupancy and project closeout.
